Air Compressors and Maintenance Plan

This procurement involves the acquisition, installation, and long-term maintenance of critical air compression and oil separation equipment at Kirtland AFB, New Mexico, under a total small business set-aside. The contractor is required to deliver a turnkey solution consisting of two Ingersoll Rand RS37i fixed-speed rotary air compressors, each capable of 120 PSI and 170 CPM with integrated desiccant dryers and air-cooled operation, and one Ingersoll Rand Polysep PSG-30 oil water separator with a 390 CPM capacity and 12-gallon absorption module. Equivalent models are permitted if they meet exact technical specifications and are supported by manufacturer documentation. All equipment must be installed, commissioned, and tested on-site, with the contractor bearing full responsibility for removal, disposal, and cleanup of all debris. The contract includes a base year and four option years of comprehensive preventive and corrective maintenance for nine existing shop air compressors, two oil separators, and three desiccant dryers, extending to all ancillary components such as piping, regulators, valves, and hose reels, ensuring 95% system availability. Maintenance services must follow manufacturer guidelines, include quarterly on-site visits by trained personnel, and be supported by a submitted annual Maintenance Control Program and detailed service logs. All items must be uniquely identified per MIL-STD-130 with machine-readable labels and reported in the Material Inspection and Receiving Report, while shipments must conform to MIL-STD-129. The contractor must provide a one-year craftsmanship warranty alongside the manufacturer’s warranty, beginning upon Government acceptance. Compliance with stringent federal regulations is mandatory, including SAM registration, cybersecurity controls under NIST SP 800-171 and DFARS 252.204-7012, anti-trafficking certification, antiterrorism training, and prohibition of procurement from restricted regions.
