Pre-Solicitation Notice for Air-Conditioning Equipment System

This acquisition is not a set-aside for small business concerns.
The North American Industry Classification System (NAICS) assigned to this acquisition is 333415 – Air-Conditioning and Warm Air Heating Equipment. The Product Service Code (PSC) assigned is 4130 – Refrigeration and Air Conditioning Components. The contemplated contract is to be performed in Azores, Portugal.
The 765th Contracting Flight requires the purchase and installation of a brand-name-only Mitsubishi® Model i-NEXT DX O 012 M1 S E1 Heating, Ventilation, Air Conditioning (HVAC) System. The new HVAC equipment system will provide essential dehumidifier functions needed to replace the existing one in the server room containing radar equipment.
The requirement is for a fully integrated and operational indoor unit. The contractor shall be responsible for furnishing, installing, and ensuring the proper function of the HVAC system and all associated components, including:
- i-NEXT DXO 012 M1 S E1 AC Interior close-control, inverter compressor, with top insufflation
- Solenoid valve on the liquid line
- Unit control thru KIPlink (with possibility of wi-fi connections or via IP)
- Interface for Modbus connection - RS485 card
- Hot Gas battery for reheating the air
- Electrical resistant battery (basic)
- Dehumidifier function
- Sensor T-HR temperature and humidifier
- Discharge plan for horizontal insulated acoustic air with 1 grate
- External Rele for fases verification
- MEGR-MC-A 015 remote condenser for close control with AC ventilators
- E-Coating of the battery condenser treatment
- Vertical air discharged
- MITSUBISHI SLZ-M50FA cassette
- Electrical Installation (circuit breakers, conduit and wiring to connect)
- Start-up of the new equipment
All work is to be performed at Lajes Field, Azores, Portugal. Interested parties must be able to provide the specified Mitsubishi® brand and model and complete all required installation services.
The Government intends to solicit and award a single, firm-fixed-price contract using the procedures outlined in RFO Part 12, Acquisition of Commercial Products and Commercial Services, resulting from this solicitation, on a brand name basis, to the responsible offeror that meets all the required elements on the request for quotation and provides the lowest priced quote. The Government intends to solicit quotations from local vendors. The formal solicitation will be issued directly to suppliers IAW RFO 12.201-1(c)(2).
The required completion date for this project will be 180 calendar days after contract award.
The tentative date for issuance of Solicitation FA448626Q0006 is 20 May 2026. The closing date and time for submission of offers will be contained within the solicitation package.
Potential offerors MUST be registered in the System for Award Management to be eligible for award (See internet site: https://www.sam.gov) or their proposal will not be considered. Payment for this acquisition will be made electronically through the Wide Area Workflow (WAWF) System via the Procurement Integrated Enterprise Environment (PIEE).
