This contract establishes a firm fixed price requirements agreement for depot-level repair services of the Air Data Computer used on the AC-130H Aircraft. The initial Best Estimated Quantity (BEQ) is set at four units, with four additional annual options, each also estimated at four units. This procurement is a sole source award to Honeywell International, Inc., located in Tucson, AZ, under the authority that recognizes only one or a limited number of responsible sources can fulfill the agency’s needs. The contract emphasizes that no other suppliers or services are considered capable of meeting the requirements, which are tied specifically to Honeywell’s unique capacity or expertise. The primary point of contact for this acquisition is David B. Smith, a Contract Specialist based at Robins Air Force Base, GA. Interested parties or potential offerors are encouraged to communicate any concerns or requests for further information directly with the buyer. Should those concerns remain unresolved, the contract provides for an Ombudsman, Alan Mathis, who can confidentially address serious contractor issues without diminishing the contracting officer’s authority or involvement in proposal evaluations.
