The Department of Commerce, through the National Oceanic and Atmospheric Administration (NOAA), intends to negotiate a sole source contract with Northwest Marine Technology for the procurement of additional Visual Implant Elastomer Tags and rental of the Air Injection System for the National Marine Fisheries Service in Orono, Maine. Northwest Marine Technology is the sole manufacturer and patent holder of this technology and the only known provider compatible with existing tagging equipment used by NMFS. This sole source action is justified under statutory authority that permits contracting with only one responsible source and falls under the NAICS code 334511. Compliance with Homeland Security Presidential Directive 12 and specific security requirements for accessing Department of Commerce IT systems will be mandatory. While this notice is not a solicitation for competitive proposals, interested parties capable of fulfilling the requirement may submit evidence of their capability by April 14, 2008, though the government reserves the discretion to proceed without competition. The contract will be managed from Norfolk, Virginia, with performance at the Orono, Maine location.
