Air Data Test Set (ADTS) Upgrade Kits

The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Druck, Inc. for the delivery of a quantity of twenty-two (22) Air Data Test Set (ADTS) Upgrade Kits (P/N 5814LKA144197SX) to modify older fielded ADTSs to convert them into the current configuration. These kits will replace the obsolete water separator and coalescing filter, the highly corrodible pump head zinc die cast plate, the tube fittings and the controller rack source pressure release valve. Druck, Inc., the original manufacturer of the ADTS used by the CV-22 Program, owns the proprietary rights to the technical data and drawings for this ADTS. The ADTS upgrade kits are also manufactured by Druck, Inc. and are designed to uniquely interface with the ADTS. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
