THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS NOR QUATATIONS.


The Government intends to solicit this requirement directly from suppliers IAW RFO FAR 12.201-1(c)(2) for firm-fixed price contract to perform Air Emission Monitoring of Boiler and Engine Generating Units on USAG Japan Installations in Kanto Plain. Anticipated award date is around 16 October 2026 (subject to change).


The contractor shall provide all necessary labor, personnel, supervision, management, tools, equipment, transportation, materials, and any other items or services necessary to perform Air Emission Monitoring of Boiler and Engine Generating Units on USAG Japan Installations in Kanto Plain. The contractor shall perform in accordance with (IAW) Performance Work Statement (PWS), commercial standards and practices, and Japan Environmental Governing Standard (JEGS).


Notes:


Note 1: This project will be performed in its entirety in the country of Japan. The successful offeror must have valid licenses to meet the requirement in the country of Japan. Offerors must have a Japanese CAGE code.


Note 2: Qualification of the contractor. The contractor shall be registered for the Environmental Measurement Certification Business for Concentration (環境計量証明事業登録-濃度) in the relevant prefecture based on the Measurement Law of Japan.
