AI Contract Overview
The Department of Transportation’s Volpe National Transportation Systems Center in Cambridge, MA, is undertaking Phase 6 of an aircraft-specific air quality modeling project to support the Federal Aviation Administration. This effort focuses on assessing aircraft emissions impacts on air quality at Boston Logan, Cleveland Hopkins, and Washington Dulles airports. Central to this project is the use of the proprietary LASPORT modeling platform, developed in partnership with the German Airports Association and packaged with LASAT for dispersion modeling. Due to Janicke Consulting’s exclusive access and licensing rights to LASPORT, the government intends to award a sole source purchase order to Janicke Consulting, with work commencing upon award and continuing through March 31, 2027. The contract supports comparative analysis of LASPORT against other FAA and international models, aiming to refine the platform’s capabilities and validate its application for U.S. regulatory frameworks under the Clean Air Act and related environmental statutes. This procurement is conducted as a sole source action justified by the unique, proprietary nature of the LASPORT platform, preventing competitive bidding. The Volpe Center serves as the contracting agency overseeing the contract and acceptance of deliverables, which are primarily technical modeling services performed by Janicke Consulting. Inspection, preparation, and delivery of modeling results are managed by the contractor, with acceptance and oversight conducted by the government. While regulatory compliance with ICAO/CAEP and German standards is established, LASPORT’s full validation for U.S. regulatory use remains pending. The contract documentation lacks detailed pricing, formal FAR clause listings, certifications, or attachments, indicating it is a presolicitation notice. There are no special packaging, invoicing, or personnel security clearance requirements. Overall, the contract underscores the Volpe Center’s support of FAA environmental assessments using exclusive modeling tools not otherwise accessible in the market, ensuring continuity and specialization in evaluating airport-related air quality impacts through March 2027.

Full Description
The Volpe National Transportation Systems Center (Volpe Center) Cambridge, MA is supporting The Federal Aviation Administration (FAA), in its aircraft-specific model development and airport air quality assessment effort. This effort includes modeling aircraft emissions impacts on air quality in the vicinity of an airport. The Volpe Center is leading a comparison of various air quality models being researched by the FAA and the Committee for Aviation Environmental Protection (CAEP), including Germany's LASat for airPORTs LASPORT). LASPORT and LASAT are packaged together as a platform required for airport-specific emissions and air quality dispersion modeling. Therefore, the Government intends to award a purchase order on a sole source basis to Janicke Consulting as they have sole access to LASat for airPORTs (LASPORT) modeling platform. The period of performance will be from date of award through 03/31/2027.
