Introduction: It is the intent of the Government to award a sole source purchase order for analytical laboratory services from Alpha Analytical as cited in the attached Sole Source Justification.  Under an Interagency Agreement, the U.S. Departme nt of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the U.S. Environmental Protection Agency (EPA) Targeted Brownfields Assessments (TBA) Program. As part of this effort, a Phase II Environmental Site Assessment (ESA) that includes a requirement for laboratory analysis will be conducted at the Fort DuPont Parade Ground (the Site) located at 260 Old Elm Ave, Delaware City, Delaware.


Background: The objective of this Phase II ESA investigation is to determine if known contamination stemming from former military operations at the Fort DuPont property has impacted soil or groundwater at the Parade Ground (OU-9). Laboratory analytical data from soil and groundwater samples obtained through the advancement of soil borings and the installation of groundwater monitoring wells will be collected. Analytical results will be compared the Human Health and Ecological Screening Levels published in the Delaware Department of Natural Resources and Environmental Control (DNREC) Hazardous Substance Cleanup Act (HSCA) Screening Level Table Guidance Appendix A tables. Soil samples will be compared to the Soil (Direct Contract) HSCA Human Health Screening Levels and the Ecological Surface Soil Screening Levels. Groundwater samples will be compared to the Groundwater HSCA Human Health Screening Levels.


Tasks to be Performed: The Phase II ESA investigation includes the Contractor tasks listed below. The Contractor shall conduct all work in accordance with Federal, State and local requirements.  Where inconsistencies exist, the Contractor shall follow the most stringent requirements.


1) Sample Containers, Handling, and Delivery: The Contractor shall provide the appropriate sample containers, disposable volatiles samplers, preservatives, pre-printed labels, and analyte-free water required for the analyses listed below. These are to be delivered by the Contractor to the project site location. Sample collection and handling will be performed by Volpe personnel. The laboratory shall provide a daily local courier to transport the samples from the Site to the laboratory over an anticipated three days of sampling. Whenever possible, the Contractor shall minimize the number of sample containers by combining compatible analyses into a single container, as allowed by EPA methods and laboratory standard operating procedures. 


2) Sample Analysis: Metals, Cyanide, VOCs, SVOCs, TPH-DRO, TPH GRO, PCBs, Pesticides, VOC Trip Blank, Metals, Cyanide, VOCs, SVOCs, TPH-DRO, TPH GRO, PCBs, Pesticides.
