The Naval Air Warfare Center Aircraft Division plans to award a sole-source contract for contracted air services involving contractor-owned and operated aircraft to provide air-to-air refueling (AAR) to the U.S. Navy Fleet, Department of Defense, non-DoD entities, and Foreign Military Sales customers. This contract, intended for a firm fixed price and cost structure, will be awarded to Omega Aerial Refueling Services, Inc. (OARS) for a 24-month ordering period from July 26, 2020, to July 25, 2022. The period consists of a 12-month base term plus two 6-month options. OARS is uniquely qualified as it is the only provider with aircraft possessing Navy Interim Flight Clearances and FAA Airworthiness Certificates necessary to continue uninterrupted AAR support during this timeframe. This AAR capability is critical for supporting both fleet operations and test and evaluation missions, ensuring no unacceptable delays or interruptions occur. Concurrently, a competitive solicitation for a follow-on contract is underway, with an anticipated award in the second quarter of fiscal year 2020. The contract is managed by the Naval Air Warfare Center Air Division located in Patuxent River, Maryland, with Lauren Wright serving as Contract Specialist and David Silverstone as the Contracting Officer. The notice is purely informational and does not bind the government to any obligation.

Solicitation 70Z03827QL0000005 is a request for quotations for deposit-level paint services to support HC-144 aircraft and other USCG airframes. The Department of Homeland Security, through the Aviation Logistics Center, seeks an FAA certified 145 center with onsite de-paint and paint facilities to perform scuffing, sanding, de-painting, and external painting. The resulting award will be a Firm Fixed Price Indefinite Delivery requirements contract consisting of a one-year base period and four one-year option periods, with a total duration not to exceed five years.
