Solicitation # 140D0426R0114
The Department of the Interior, through the Interior Business Center, is soliciting proposals for a single-award, IDIQ contract to provide one contractor-operated and maintained exclusive use Type 3 rotary wing aircraft based at Fort Wainwright, Alaska. This 100% small business set-aside contract supports natural resource and fire suppression missions for the U.S. Wildland Fire Service. The period of performance runs from April 1, 2027, through March 31, 2032, with an option for a six-month extension. The contract structure utilizes firm fixed unit price task orders for flights, with Economic Price Adjustments for insurance and Time and Material rates for additional pay items such as extended standby for pilots, mechanics, and drivers. Award will be based on best value using a tradeoff analysis, where non-priced factors—Technical Capability, Organizational Safety, and Past Performance—are collectively significantly more important than the Total Evaluated Price. Rigorous quality controls are required, including daily and monthly fuel system inspections and adherence to Department of Labor wage determinations. The contractor is responsible for providing a turbine engine aircraft with skid landing gear and dual hydraulics, capable of a 1,500-pound non-jettisonable payload at 7,000 feet pressure altitude and 30 degrees Celsius. Operations involve transporting personnel and cargo for natural resource missions, including search and rescue, fire suppression, aerial ignition, and law enforcement reconnaissance, often operating between 2,000 and 14,000 feet MSL in temperatures exceeding 38 degrees Celsius. The Department of National Defence is soliciting proposals for CFMETR Helicopter Support III to provide the exclusive services of one float-equipped helicopter based out of Nanoose Bay, British Columbia. The aircraft will support Canadian and US Navy operations on the Nanoose Range, performing tasks such as moving personnel and materiel, launching lightweight exercise torpedoes via a slung frame, transporting magnetic field sensors, conducting aerial photography and video, and supporting sensor testing and crew training. The helicopter must be equipped with an emergency pop-out flotation system, P25 encryption compatible communications, a hot mic intercom, and an external loud hailer, and must have government-owned Differential Global Positioning System equipment installed upon award. Commercial Passenger Airlift Service (121/135)
Solicitation # TRANSCOM27C001SUB
USTRANSCOM is conducting market research via Request for Information TRANSCOM27C001 to identify CARB-approved commercial passenger airlift carriers operating under FAA Part 121 or Part 135. The objective is to establish turnkey transportation services for passengers, baggage, Government-furnished weapons, and Hazard Class 1.4S ammunition across recurring Pacific routes. Primary operations include two round trips per month from Honolulu, HI (PHNL) to Wake Island Airfield (PWAK) for up to 39 passengers, and two round trips per month from Honolulu to Kwajalein Atoll (PKWA) for up to 12 passengers. A combined routing option (PHNL-PWAK-PKWA-PHNL) is also being evaluated for operational and fuel efficiency. The scope of work requires the contractor to provide all aircraft, flight and cabin crews, maintenance, dispatch, and operational support. Because ground support equipment is strictly limited at PWAK and PKWA, carriers must demonstrate self-sufficiency for turnaround operations. Eligible respondents include businesses of all sizes under NAICS codes 481111 and 481211, with a small business size standard of 1,500 employees. Interested vendors must submit a response not exceeding 12 pages to the primary point of contact, Brenda Marshall, by 16:00 Central Time on November 13, 2026. This is a sources-sought effort for market research purposes and does not constitute a formal request for proposal or a commitment to award a contract.
