The Naval Air Warfare Center Aircraft Division intends to award a sole source, cost plus fixed fee contract to PAE Applied Technologies, LLC for technical and engineering services. These services will support the Air Vehicle Modification and Instrumentation department in Patuxent River, Maryland, focusing on design, engineering, acquisition, integration, installation, and operational support. This action serves as a bridge to ensure continuity of services and maintain operational readiness for fielded systems while a competitive follow-on contract is pursued. The requirement involves an estimated level of effort of 143,360 man-hours over an initial five month period of performance, with an additional two month option. Due to the specialized nature of the work and the potential for significant schedule impacts or costs associated with a break in service, the government is utilizing statutory authority 10 U.S.C 2304(c)(1) to bypass full and open competition.

THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center, Aircraft Division (NAWC-AD) (2.5.1.11) Patuxent River, MD 20670-1127 intends to negotiate a cost plus fixed fee contract on a sole source basis with PAE Applied Technologies, LLC, 1320 N. Courthouse Road, Suite 800, Arlington, Virginia 22201 to provide Technical and engineering services to support continued design, engineering, acquisition, integration, installation, operational support, and in-service engineering at the Air Vehicle Modification and Instrumentation (AVMI) department in Patuxent River, MD. This contract will allow the continuance of services during the competitive process of awarding a follow-on contract to current Contract N00421-13-C-0005. PAE Applied Technologies is the sole source capable of providing these efforts without creating an impact on the fielded systems, project schedules, operations and operational readiness that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services for this short period of performance prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competition, this will be procured on a sole source basis. This requirement is anticipated to have a level of effort of approximately 143,360 man-hours. The anticipated period of performance is five (5) months with a two (2) month option period. The statutory authority permitting other than full and open competition is based upon 10 U.S.C 2304(c)(1), whereby the supplies or services are available from only one source, and no other type of supplies or services will satisfy agency requirements. Questions related to this posting may be submitted to Candice Byrd at candice.byrd@navy.mil or John Tomechko at john.tomechko@navy.mil. The Government retains the right not to compete this requirement based on responses to this notice.

Solicitation # N0042126R1011
Solicitation N0042126R1011 is a Request for Proposal issued by the Naval Air Warfare Center Air Division for T-6 and T-34 aircraft maintenance and contractor logistics support. The requirement is a full and open competition for a single-award IDIQ contract with a five-year ordering period. The scope of work includes general maintenance for T-6 aircraft, satellite site support for T-34 aircraft, preservation and depreservation services, and specialized support such as variable flight hour surge and detachment mobilization. Performance is required across multiple locations, including NAS Corpus Christi, NAS Whiting Field, and NAS Pensacola, and involves operations for manned fixed-wing aircraft equipped with ejection seats and On-Board Oxygen Generating Systems. The contract utilizes a mix of pricing structures, including Firm Fixed Price for monthly maintenance and site support, Composite Hourly Firm Fixed Price for premium labor and engineering services, and Cost-Reimbursement for parts, materials, and emergent travel. Award will be determined via a tradeoff process to identify the best value, with Technical being the most important factor, followed by Past Performance, and then Small Business participation; combined, these non-price factors are significantly more important than price. Proposals must be submitted electronically via the PIEE Solicitation Module by November 6, 2026, and must include five distinct volumes covering contract administration, technical approach, past performance, cost/price, and small business commitments.

Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River and St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, including a sample task and key personnel, and past performance are evaluated to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Quality Assurance plan and CPARS evaluations.
