The 96th Test Wing at Eglin Air Force Base plans to award a sole source, firm-fixed price IDIQ contract to Ampex Data Systems Corporation for maintenance and support of Airborne Data Recorders (Model MiniR700). The contract, anticipated for award in late 2014 under number FA2487-14-D-0103, will cover a one-year base period plus four option years. Services include technical engineering support, spare parts provision, and repair, refurbishment, and upgrades of the airborne data recorders, which support Department of Defense flight testing across various weapon system platforms. The incumbent contractor is uniquely positioned as the original developer of the hardware and software, which are proprietary and for which the government lacks a reproducible technical data package. The procurement will be conducted under FAR 6.302-1(a)(2), supporting a non-competitive award due to the sole source nature of the technical data and development background. No development funding is available for this contract. The NAICS code applicable is 334511 with a size standard of 750 employees. Although this notice is not a solicitation for competition, the government will consider capability statements or proposals submitted within 15 days of publication and retain discretion over whether to pursue competitive responses. Questions and communications are directed to designated contract specialists and officers via provided email contacts.
