The U.S. Department of Commerce, through NOAA's Eastern Region Acquisitions Division in Kansas City, seeks to award a sole-source contract to Orbit Communication Systems, Inc. for replacement parts of the Airborne Digital Audio Management System (ADAMS) installed on the Aircraft Operation Center's N43RF aircraft at MacDill Air Force Base, Florida. The contract includes eight Audio Control Panels (ACP), part number AL-23-2140-56, with an option to procure up to three additional ACPs and one Audio Management Unit (AMU), part number AL-20-3200-56, by September 30, 2015. This procurement follows a July 2010 award to Orbit for the original design and installation of the customized ADAMS system, which is specifically tailored and certified for NOAA’s aircraft operations. The components are proprietary, with the ACPs and AMU playing critical roles in the aircraft’s audio communications system, and cannot be sourced from other suppliers. A Sources Sought Notice was issued in November 2014 but yielded no responses, supporting the decision for a sole-source award under FAR 13.106-1(b)(1). The replacement parts, including specially crafted Lighted Bezel assemblies for the push-button panels, have undergone rigorous safety and operational testing to comply with flight standards. Orbit Communications Systems remains the sole manufacturer and provider of these specialized components due to the unique and proprietary interface of the ADAMS system. The contract ensures continuity of critical aircraft communication capabilities at MacDill AFB, aiding NOAA's research mission with reliable and certified technology.
