The Space and Naval Warfare Systems Center Atlantic (SPAWARSYSCEN Atlantic) is seeking information from suppliers on commercial off-the-shelf airborne radio frequency (RF) direction finding (DF) systems intended for integration with an existing carry-on/carry-off threat warning platform. The systems under consideration fall into two categories: Permanent (Group A) or Temporary (Group B) equipment. The primary capability sought is passive determination of a line of bearing to RF sources within a threshold frequency range of 20 MHz to 3000 MHz, with extended objective ranges from 3-20 MHz and/or 3000-6000 MHz. Suppliers must provide technical details on mechanical, electrical, and logical interfaces compatible with the existing system, as well as a public application programming interface (API) for sensor management, DF tasking, and built-in testing. Environmental compliance with standards such as MIL-STD-810 or MIL-STD-461 is required, especially noting that Group B equipment must operate in non-pressurized environments within temperatures from 0 to +50 degrees Celsius. Suppliers are also expected to provide a top-level breakdown of system components, including size, weight, and power (SWaP) specifications, along with evidence demonstrating operational accuracy within 5 to 15 degrees root mean square (RMS) relative bearing of test signals. The solicitation targets systems currently available or easily adaptable for airborne use; if not already airborne-qualified, suppliers must provide the Technology Readiness Level (TRL) and a roadmap for adaptation. Responses, intended solely for market research and not solicitation of offers or contract awards, should include both technical and non-technical questions directed to specified government contacts. The submitted information will help SPAWARSYSCEN Atlantic evaluate industry capabilities to support potential future airborne RF direction finding requirements.

Request for Information Airborne RF Direction Finding Systems The Space and Naval Warfare Systems Center (SPAWARSYSCEN), Atlantic is seeking information about commercial off-the-shelf (COTS) airborne direction finding systems. The proposed DF System will be integrated with an existing, carry-on/carry-off system. For the purposes of this RFI, it is assumed that the proposed DF System shall consist of Permanent (Group A) or Temporary (Group B) equipment. The proposed DF system shall passively determines a line of bearing (LOB) to a radio frequency (RF) energy source in the 20 MHz to 3000 MHz (Threshold), with 3-20 MHz and/or 3000-6000 MHz considered as objective frequency ranges. In order to support integration with the existing, carry-on/carry-off threat warning system, the supplier shall provide technical information regarding interfaces (mechanical, electrical, logical) of the proposed solution. Moreover, the proposed solution shall provide a public application programming interface (API) that supports sensor management (configure, calibrate, etc), DF tasking, and built-in test. The supplier shall provide technical details regarding the environmental specifications (e.g. MIL-STD-810, MIL-STD-461, or equivalent) met by proposed solution. Note that the Group B equipment must able to operate in non pressurized spaces with operating temperatures from 0C to +50C. The supplier shall provide a top-level component breakdown of the proposed solution, along with corresponding size, weight and power (SWaP) values. Supplier shall provide evidence of operational capability within an accuracy of 5-15 degree range (RMS) of the true relative bearing of the test signals. SPAWARSYSCEN Atlantic is only interested in information on devices that are currently available on airborne platforms, or easily adaptable to the airborne environments. For systems that are not currently available on airborne platforms, the supplies shall provide information regard the Technology Readiness Level (TRL) of the proposed solution as well as a roadmap / plan for adapting the equipment for use on airborne platforms. Responses to this RFI should be e-mailed to Ashlee Landreth (e-mail: contact@example.gov, phone: +1 (555) 000-0000) or mailed to: SPAWARSYSCEN Atlantic, Attn: Code 56220AH (Ashlee Landreth), P.O. Box 190022, N. Charleston, SC, 29419-9022. Please provide three copies of any printed material. This RFI is for market research purposes only, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. E-mail your non-technical questions to the Contract Specialist at contact@example.gov.

Solicitation # N65236-26-RFPREQ-LSUBP00080-0002
The Naval Information Warfare Center, Atlantic (NIWC Atlantic) is conducting a market survey for a contract to provide Electromagnetic Environmental Effects (E3) Test, Evaluation, Training, and Range Services in support of C6ISR Systems. The anticipated scope of work includes testing electromagnetic radiation and spectrum effects, supporting the TEMPEST Program and Protected Distribution Systems inspections, and performing environmental testing such as shock, vibration, altitude, and temperature/humidity. The effort is aligned with the Navy's Information Dominance Roadmap for Electromagnetic Spectrum Usage and the Secretary of Defense's Electromagnetic Spectrum Superiority Strategy. The primary place of performance is at NIWC Atlantic, with potential travel to various CONUS and OCONUS locations. The government anticipates a five-year ordering period with an estimated value between 10 million and 50 million dollars, utilizing approximately 15 full-time equivalents per year. The contract is expected to be a firm-fixed price type for labor and calibration, with cost-reimbursement for materials and travel. Key requirements include adherence to IEEE 149 antenna test procedures, strict cybersecurity compliance, and the use of the DoD Wide Area Work Flow for invoicing. Contractors must maintain appropriate facilities, possess PKI client-side authentication capabilities, and comply with DFARS regulations regarding counterfeit electronic parts and government property management.
