The FAA is seeking a contractor to provide comprehensive technical and engineering support for Airport Rescue and Fire Fighting (ARFF) research and development initiatives, as well as the operation and maintenance of ARFF vehicles, equipment, and laboratory facilities at the William J Hughes Technical Center in Atlantic City, New Jersey. The contract will be awarded through a competitive process using Best Value-Tradeoff Source Selection Procedures under the FAA’s Acquisition Management System, with the NAICS code 541715 indicating a focus on research and development in physical, engineering, and life sciences. The contract will be an indefinite delivery, indefinite quantity (IDIQ) type, primarily on a time and materials basis, with an initial 12-month base period and four optional 12-month extension periods. Task orders may also be issued as firm fixed price when advantageous to the government. Interested parties must submit questions via email by June 4, 2025, and proposals are due by June 17, 2025. The solicitation emphasizes that responses received after the deadline may be rejected and clarifies that the SIR does not constitute a contract or guarantee of work, nor does the government bear costs for proposal preparation. Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.
