The City of Stillwater is seeking qualified consultants to conduct a comprehensive review and analysis of the current fee and rate structure at Stillwater Regional Airport (SWO). The primary goal is to develop recommendations that ensure the airport’s fees are fair, competitive, and aligned with Federal Aviation Administration (FAA) guidelines and Grant Assurances, thereby supporting the airport’s financial sustainability. The project involves evaluating existing fee structures, providing strategic insights, and possibly recommending adjustments to optimize revenue and compliance. The selection process emphasizes qualifications, with the top candidates potentially invited for interviews, and a final decision made by the City Manager or City Council. The contract, titled "Airport Fees and Charges Study," has a project size estimated between $50,000 and $150,000, with responses due by April 9, 2025. The airport itself is a significant regional asset, serving over 30,000 passengers annually on commercial flights to Dallas-Ft. Worth and supporting a large general aviation and military user base, including operations from Vance and Tinker Air Force Bases. Located in north central Oklahoma, SWO features extensive facilities, including two runways, multiple taxiways, hangars, and a new 31,000-square-foot commercial terminal scheduled to open in August 2026. The airport also hosts a flight training program operated by Oklahoma State University and maintains active military training agreements. The project timeline includes response evaluation in April and May, interviews in May or June, and final selection by July 2025. The process underscores transparency, with all questions submitted in writing through the Ionwave portal, and emphasizes that costs incurred during the proposal process are at the respondent’s own expense.
