AIRPORT SITE PLAN CONSULTANT

The City of Victorville and the Southern California Logistics Airport Authority (SCLAA) are seeking a qualified consulting firm to provide professional planning services for the Southern California Logistics Airport. The primary objective is the creation of conceptual site plans and professional visual marketing materials to highlight development opportunities and building renovations. This engagement is conceptual and marketing-oriented, meaning it does not require final design or construction drawing plan sets. All deliverables must comply with FAA, state, and local regulatory requirements, specifically regarding FAA Part 77 airspace constraints, with final outputs required in PDF and CAD formats. The contract is structured for an initial one-year term with four optional one-year extensions, contingent upon satisfactory performance. Award selection is based on a points-based evaluation of the consultant's understanding of general aviation facilities, administrative acumen, and demonstrated excellence in 3D architecture graphics and visual storytelling. The selected firm must be registered with the California Department of Industrial Relations and adhere to California Labor Code prevailing wage requirements for applicable public works services. Payment is processed via detailed monthly invoices with a approximately 30-working-day turnaround.
