4. Description:
The NAVSUP Fleet Logistics Center (FLC) Sigonella, Naples Office, intends to issue a firm-fixed-price (FFP) solicitation for the procurement of Airsoft weapons and associated equipment. The equipment is required to conduct realistic Active Threat Training for all Naval Security Forces (NSF) personnel, in accordance with Threat Bulletin (TB) 3-26.1-23 and CNIC M-3502.2 CH-2.
The Government anticipates awarding a single contract for the following items, to be delivered to multiple OCONUS locations as specified below.
Required Equipment (Per System):
- M4 gas blowback fully articulable airsoft rifles
- M4 magazines for gas blowback airsoft rifles
- M18 gas blowback fully articulable airsoft pistols
- M18 magazines for gas blowback pistols
- Large (Approx. 1 Gallon) containers of airsoft ammunition
- Full Head & Face Shields (covering face, eyes, head, and ears)
Place of Performance & Delivery Locations:

This is a presolicitation notice prepared in accordance with FAR Subpart 5.1 and is not a request for quotation (RFQ) or a request for proposal (RFP). The Government is in the process of preparing the solicitation, which will be issued at a later date. The solicitation and any subsequent amendments will be posted on the System for Award Management (SAM) website (SAM.gov).
The proposed contract action is estimated to be greater than $25,000, but not greater than the Simplified Acquisition Threshold (SAT) and using special simplified procedures to procure certain commercial products or commercial services IAW FAR 12.201-1(c)(2). The anticipated award date is estimated July 10, 2026.
One or more of the items under this acquisition is subject to Free Trade Agreements. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
Interested parties are solely responsible for monitoring the SAM.gov website for the release of the solicitation and any updates. The Government will not be liable for any costs incurred by interested parties in preparation for responding to this notice.
