The U.S. Forest Service (USFS) is preparing to acquire between one and seven new commercial aircraft to support its next-generation airtanker fleet, aimed at enhancing wildfire suppression capabilities. This acquisition focuses primarily on aircraft capable of wildfire retardant drops to assist ground firefighting efforts but also includes secondary missions such as logistical support for firefighting crews and transportation of critical firefighting equipment. The contract will include options for installing a Retardant Delivery System and a Passenger Seating System, both designed to be removable to maintain multi-mission flexibility. These modifications require type certificates or supplemental type certificates, ensuring compliance and safety standards. The solicitation is structured as an Indefinite Delivery, Indefinite Quantity (IDIQ) contract, following FAR Part 12, with associated specifications made available for industry review and comment. The USFS conducted an Industry Day to present detailed project information, requirements, and draft specifications, providing potential offerors an opportunity to submit questions and engage directly with the agency. Attendance required prior registration with specified personal and company information due to the secure facility requirements. The USFS emphasized that costs incurred before contract award are not reimbursable, and the government holds no responsibility for expenses related to participation in the process. All solicitation documents, including draft and final versions, are available online via the Government Point of Entry (GPE), and offerors are responsible for monitoring this site for updates. The contracting officer, Larry Robillard, is the primary point of contact for all communications related to this procurement.
