5/10/2024 UPDATE TO ANNOUNCEMENT-purpose is to edit/update minor language in the attached AISS RFI to assist in obtaining a more meanigful and stronger response from industry. Due to this update, the close date is also extended from June 3, 2024 to June 10, 2024 at the same time. This announcement constitutes multiple Requests for Information (RFIs). These are NOT Requests for Proposals. The FAA has issued a Sources Sought/Requests for Information (Notice ID - 10282020) for the AJW portfolio on the following dates: 29 October 2020, 22 October 2021, and 6 December 2022 (subsequently updated on 21 December 2022). As a result of industry/other feedback, updates in requirements, and changes in scope, the FAA has further revised and updated its requirements and acquisition strategy. Attached to this posting are two updated market surveys with updated Statements of Work for the AJW Integrated Support Services (AISS) and the Business, Financial, and Administrative Support (BFAS) requirements. Interested parties are advised that the FAA no longer anticipates a separate AJW Configuration Management Support (ACMS) acquisition. The functional requirements for configuration management support have been incorporated into the AISS Statement of Work. The FAA is updating its market research for the AISS and BFAS requirements and is seeking comments on the attached draft Statements of Work and responses to the questions contained in Section 4 of the attached Requests for Information. Interested parties that have responded to earlier RFIs for the AISS and BFAS requirements are requested to provide a complete response to all information requested in Section 4 even if some of the information has not changed. At a minimum, specific to interested parties that responded to earlier RFIs for the AISS and BFAS requirements, the FAA requests confirmation of continued interest in the AISS or BFAS acquisitions and whether you anticipate being a prime offeror or subcontractor. The FAA will continue to consider and may utilize industry inputs in the development of the AISS and BFAS solicitations and anticipated award(s). Companies interested in responding to these requests for information should send their response as well as comments or questions to Mrs. Karina Espinosa at contact@example.gov (primary Contracting Officer) and Mrs. Kristin Frantz at contact@example.gov (alternate Contracting Officer). All responses must be received no later than 4:00 PM ET on June 3, 2024. All questions and comments must be in writing, please no telephone calls. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. Please mark PROPRIETARY on all documents submitted as necessary. Note: FAR references cited in SAM.gov are not applicable to the Federal Aviation Administration (FAA) as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS).

Solicitation # 697DCK-27-R-FLL01
The Federal Aviation Administration is conducting a market survey for the Progressive Design Build of a new Air Traffic Control Tower (ATCT) at the Fort Lauderdale-Hollywood International Airport in Florida. This project, identified under solicitation 697DCK-27-R-FLL01 and NAICS code 236220, has a total target budget of 85 million dollars. The procurement is structured in two primary phases: Phase 1 focuses on programmatic validation, preconstruction services, and preliminary design up to 70 percent completion, while Phase 2 covers final design, full construction, commissioning, and warranties. The contract utilizes a Firm Fixed Price model for Phase 2 construction, with a total budget encompassing both the new tower facility and final parking and site configuration. The FAA will employ a Tradeoff Source Selection Method, prioritizing non-cost factors over price. Evaluation is based on three volumes: a pass/fail business proposal, a statement of qualifications focusing on project past performance and experience, and a Phase 1 price proposal requested only from the apparent awardee. Qualified sources must demonstrate a record of completing mission-critical facilities of similar scope within the last ten years. The selection process includes confidential interviews with the three highest-rated submittals. Additionally, firms categorized as other than small businesses must provide a subcontracting plan meeting specific goals, including 40 percent for small businesses and 5 percent each for socially disadvantaged, women-owned, and service-disabled veteran-owned small businesses.
