R--AKRO MARINE OIL SPILL PREPAREDENESS COURSE & VIDEO

The National Park Service Alaska Regional Office is seeking a small business contractor to develop a marine oil spill preparedness training course and optional video production under a firm fixed price contract set aside entirely for small businesses. The contract, solicited under number 140P9726Q0036 with a response deadline of June 10, 2026, requires the contractor to create a comprehensive training product that includes a detailed storyboard, an approved narrative or script, and, if exercised, a completed video, all aligned with federal regulations and industry best practices. The work must be completed within 365 days of contract award, with key milestones including storyboard development by day 121, script completion by day 182, partner reviews by day 213, and final submission no later than day 365. The deliverables will become Government property, with perpetual, worldwide distribution rights granted to the Government, and must comply with OPA 1990, CERCLA, and other relevant statutes, as well as ADA Section 508 and WCAG 2.1 Level AA accessibility standards for video content. The contractor must demonstrate demonstrated experience through at least three similar projects within the past five years and provide a project narrative highlighting the qualifications of key personnel, including a project manager with a proven track record leading comparable efforts and a subject matter expert with at least five years of direct experience in marine casualties, spill response planning, and Incident Command System operations. All submittals must be made electronically and include a completed SF-18, project narrative, evidence of prior similar work, and a detailed price schedule. Evaluation will be based on technical capability, relevant experience, and price determined to be fair and reasonable, with award made using a trade-off process for best value, not lowest price. Payments will be processed through the U.S. Treasury’s Invoice Processing Platform, with no use of WAWF, and contractor compliance with numerous FAR clauses is mandatory, including those governing whistleblower protections, contractor ethics, subcontractor reporting, service contract labor standards, electronic funds transfer, federal acquisition supply chain security, and prohibition of certain foreign-produced equipment. The Government retains full authority over data distribution, media disclosures, and contract modifications, and all materials produced are subject to strict confidentiality restrictions.
