Solicitation # A.24-11-005
The PG&E Moraga-Oakland X 115 Kilovolt Rebuild Project, identified by solicitation number A.24-11-005, involves upgrading approximately 5 miles of four overhead 115 kV power lines between the Moraga and Oakland X substations. The project will convert existing parallel double-circuit power lines into four hybrid lines, consisting of approximately 4 miles of overhead and 1 mile of underground segments. The scope of work includes replacing existing towers, poles, and conductors, performing minor modifications within existing substations, and installing single-circuit and double-circuit transition structures to connect overhead and underground portions. Additionally, the project will implement optical ground wire on aboveground structures and communication cables within underground segments. Managed by the California Public Utilities Commission, the project has undergone an extensive environmental review process under the California Environmental Quality Act, resulting in a Notice of Determination dated July 2, 2026. Key environmental and safety requirements include the implementation of soil management and helicopter safety plans, adherence to ADA standards for Caltrans facilities, and the maintenance of bicycle and pedestrian access during construction. The project must also comply with U.S. Department of Transportation hazardous materials regulations and specific mitigation measures to protect biological resources, particularly oak woodlands, as recommended by the California Department of Fish and Wildlife. While a filing fee of 4,227.50 dollars was recorded for the Environmental Impact Report, the total project budget is not specified in the provided documentation.
