Full Description

The Approved Project consists of two new high-voltage direct current (HVDC) terminals, an approximately 11.8-mile underground transmission line connecting the new HVDC terminals, and an approximately 100-foot overhead transmission tie line to connect one of the new HVDC terminals to the existing PG&E San Jose B Substation. Since the Approved Project’s Grove HVDC Terminal site is directly adjacent to the PG&E Metcalf Substation modification area, the overhead Metcalf to Grove 500 kV transmission tie line from the LSPGC dead-end structure within the terminal site to a PG&E-owned dead-end structure inside the proposed PG&E Metcalf Substation modification area will only be approximately 200 feet long. Connection to the PG&E Metcalf and PG&E San Jose B substations will require PG&E to modify the existing PG&E Metcalf Substation and expand and upgrade the existing PG&E San Jose B Substation. Valley Water is approving an encroachment permit for the transmission line to cross Valley Water’s Snell Pipeline, Coyote-Alamitos Canal, and use property at the San Jose B substation that Valley Water holds an easement over for construction staging including fencing around the site.

PG&E Moraga-Oakland X 115 Kilovolt Rebuild Project
Solicitation # A.24-11-005
The PG&E Moraga-Oakland X 115 Kilovolt Rebuild Project, identified by solicitation number A.24-11-005, involves upgrading approximately 5 miles of four overhead 115 kV power lines between the Moraga and Oakland X substations. The project will convert existing parallel double-circuit power lines into four hybrid lines, consisting of approximately 4 miles of overhead and 1 mile of underground segments. The scope of work includes replacing existing towers, poles, and conductors, performing minor modifications within existing substations, and installing single-circuit and double-circuit transition structures to connect overhead and underground portions. Additionally, the project will implement optical ground wire on aboveground structures and communication cables within underground segments. The project area spans the city of Orinda, unincorporated Contra Costa County, and the cities of Oakland and Piedmont within Alameda County. Managed by the California Public Utilities Commission, the project has undergone an extensive environmental review process under the California Environmental Quality Act, resulting in a Notice of Determination dated July 2, 2026. Key environmental and safety requirements include the implementation of soil management and helicopter safety plans, adherence to ADA standards for Caltrans facilities, and the maintenance of bicycle and pedestrian access during construction. The project must also comply with U.S. Department of Transportation hazardous materials regulations and specific mitigation measures to protect biological resources, particularly oak woodlands, as recommended by the California Department of Fish and Wildlife. While a filing fee of 4,227.50 dollars was recorded for the Environmental Impact Report, the total project budget is not specified in the provided documentation.
