PG&E's Moraga-Oakland X 115 Kilovolt Rebuild Project

The PG&E Moraga-Oakland X 115 Kilovolt Rebuild Project involves the comprehensive upgrading of approximately five miles of existing overhead 115 kV power lines connecting the Moraga and Oakland X substations across portions of Contra Costa and Alameda Counties. The project will transform the current parallel double-circuit lines into four hybrid lines, combining about four miles of overhead infrastructure with one mile of underground segments. Existing towers, poles, and conductors will be either replaced or modified, with select recently installed structures being retained and adapted. Transition structures—single-circuit for overhead-to-underground connections and double-circuit for linking underground segments to existing terminals at Oakland X Substation—will be installed to ensure seamless continuity. Optical ground wire will be added to all aboveground structures, with communication capabilities extending into the underground portions. Construction activities will occur within existing PG&E rights-of-way and include minor modifications to the substations. Work must adhere to strict environmental and wildlife protection protocols, including seasonal restrictions on nighttime construction to avoid disturbing species such as the California Tiger Salamander and California freshwater shrimp, and requirements to cap hollow pipes daily and manage soil stockpiles to prevent erosion and sediment runoff. The project is managed under the oversight of the California Public Utilities Commission, with PG&E serving as the proponent and contractor. The construction timeline is structured in phases: underground reconstruction west of Estates Drive begins in August 2028 and concludes by February 2030, while overhead rebuilds east of Estates Drive run from June 2029 through November 2030, with the entire system scheduled to be in service by December 2030. Restoration and site remediation activities will extend through December 2032. Mandatory wildfire risk mitigation measures governed by PG&E Standard TD-1464S require fire watches during high-risk conditions, water availability on-site, fuel modification around work areas, and shutdowns during extreme fire danger ratings (R5-Plus). Compliance with environmental regulations under CEQA includes adherence to lighting standards from the Illuminating Engineering Society and International Dark-Sky Association, vehicle and equipment decontamination to prevent invasive species spread, and advance notifications to agencies and residents. Inspections and compliance monitoring are conducted primarily by CPUC and the California Department of Fish and Wildlife, with PG&E responsible for implementing all mitigation measures.
