The Alberta Electric System Operator (AESO) has issued a Request for Proposals (RFP) for Transferred Frequency Response (TFR) to comply with the Alberta Reliability Standard BAL-003-AB1-1.1 and the North American Electric Reliability Corporation’s (NERC) Reliability Standards BAL-003-2. The AESO is seeking to purchase up to 50MW/0.1Hz of TFR capability to meet its frequency response obligation for the term December 1, 2026 – November 30, 2027 (”2027 Compliance Year”). The terms of the agreement will be governed by the Transferred Frequency Response Agreement (TFRA) included in the RFP. The AESO intends to execute one or more TFRAs based on each proponent's capability and pricing. The RFP stage of the competition to procure TFR opens May 13, 2026. Interested parties CANNOT participate in the TFR procurement competition through Alberta Purchasing Connection (APC).
