The purpose of this Request for Information (RFI) is to solicit information from qualified vendors who can manage the end-of-life (EOL) solar photovoltaic (PV) panels. Specifically, the RFI aims to understand vendors’ abilities to handle, collect, sort, and store EOL solar PV panels of various sizes, technologies, configurations, and conditions in a manner that is safe, compliant, and environmentally responsible. The RFI also intends to explore the potential timing and feasibility of constructing advanced solar recycling facilities in the province of Alberta. This RFI is issued to understand the marketplace better, identify service capabilities, and inform potential future procurement processes. Appendix A includes specific questions and subjects that Vendors are requested to respond to. Alberta Recycling Management Authority (“ARMA”) is a not-for-profit organization incorporated under the Societies Act. As a Delegated Administrative Organization (“DAO”), ARMA is accountable to the Government of Alberta (“GoA”) Minister of Environment and Protected Areas through its Business Plan, Annual Report, agreements and memoranda of understanding. In its role as a DAO, ARMA manages and oversees the following recycling programs: Electronics Recycling, Paint Recycling, Tire Recycling, and Used Oil Recycling under our Stewardship Programs, as well as Single Use Products, Packaging and Paper (PPP) and Hazardous Special Products (HSP) under Extended Producer Responsibility (EPR) Oversight. ARMA is not obligated to conduct any procurement process. If ARMA decides to conduct a procurement process, information gathered through this RFI will assist ARMA in determining the requirements and provisions, scope of work and approach in the development of the procurement process. This RFI is not a competitive bid process and will not result in a contract award.
