Alcohol & Drug Withdrawal Management Services

Multnomah County Department of Health, Mental Health and Addiction Services Division is issuing a formal Request for Programmatic Qualifications (RFPQ-21-2027) to establish a pool of qualified vendors to provide Alcohol and other Drug Withdrawal Management services. The program targets indigent, uninsured, and underinsured residents with substance use disorders whose income is at or below 200 percent of the Federal Poverty Guidelines. Core services include ambulatory withdrawal management (ASAM levels 1-WM and 2-WM) and clinically managed residential withdrawal management, incorporating medication, therapy, biopsychosocial assessments, and transition planning. All providers must adhere to SAMHSA trauma-informed care principles and ensure facilities are ADA compliant and welcoming to the LGBTQAI2S+ community. The resulting requirements contracts will operate on a fee-for-service model using state-approved rates for a five-year term from approximately July 1, 2027, through June 30, 2032. To be eligible, proposers must be registered to do business in Oregon, possess a state approval letter for withdrawal management, hold an Oregon Medicaid National Provider Identifier (NPI), and be certified by the Oregon Health Authority. Proposals are evaluated on programmatic and responsible business practice questions, requiring a minimum score of 70 percent for qualification. Submissions must be limited to 15 pages in Word or PDF format and submitted by November 5, 2026.
