The USDA Agricultural Research Service is soliciting a single Almaco R-1 Combine or an equivalent model configured for soybean and nitrogen fixation research in Raleigh, North Carolina, with delivery required by December 31, 2027. The combine must be equipped with a 130 HP Cummins QSF 3.8L turbocharged Tier 4 Final emissions-compliant engine, a 60-inch draper head with quick-attach throat, and a HarvestMaster H2 Classic or ALMACO D1 data collection system to enable real-time weight and moisture measurement during harvest, eliminating the need for manual sample processing. A four-wheel drive system is mandatory to ensure safe loading/unloading and operational capability on hilly, sandy terrain at one of the research sites. The unit must have a 66-gallon stainless steel fuel tank, 5-gallon DEF tank, 33-gallon hydraulic reservoir, 99-inch wheelbase, 60- or 66-inch wheel track, 11-inch ground clearance, and 127-inch transport height, with features including double rod steering for a 30.5-foot turning circle, automatic climate control, and full bagging and subsampling access from the cab. No straw chopper is required. The solicitation is unrestricted, not set aside for small businesses, and governed under FAR Part 12 as a commercial item acquisition, with NAICS code 333111. Quotations must include full pricing for the base requirement and any options, with quantity discounts and prompt payment incentives detailed in the required pricing spreadsheet. All proposals must identify the equipment by brand, make, and model or demonstrate equivalency with detailed supportive documentation. The contract requires delivery F.O.B. destination to 3127 Ligon St., Raleigh, NC 27606, including on-site training and shipping costs. Compliance with Federal anti-discrimination laws, Buy American provisions, and prohibitions against supplier terms that allow data exploitation or unauthorized audits is mandatory. Offerors must be registered in SAM, submit required certifications, and hold prices firm for 90 days. Technical acceptability is a pass/fail gate; failure to meet salient specifications results in automatic disqualification. Award will be made based on best value, with technical compliance as the primary determinant before price evaluation. Payment will be made via EFT through SAM to the USDA ARS SEA AAO ACQ/PER PROP office in College Station, TX

Questions and Answers:

Q1: Is there a need for a 4-wheel drive?

A1: Yes. Four‑wheel drive improves safety when loading and unloading the combine from a trailer by providing better traction and control. Additionally, one of our locations has hilly, sandy terrain that makes harvesting difficult without four‑wheel drive.

Q2: Is there a need for a straw chopper?

A2: No.

Q3: Is a header required for this combine configuration?

A3: Yes. We require a 60-inch header to accommodate harvesting two rows with our current row spacing. Only a 60-inch draper head with a quick‑attach throat is compatible with this combine configuration.

Q4: Is a Grain Gauge / HarvestMaster system required for this solicitation?

A4: Yes. The weigh system allows weight and moisture data to be collected at harvest without needing to collect and process whole‑plot samples. This reduces post‑harvest processing, saves time, and improves operational efficiency. It also helps reduce errors during harvest by continuously tracking data throughout the field.

Q5: I noticed that there is no combine head or data collection unit included. The combine must have these in order to operate correctly. I also noticed there is nothing in the specifications regarding training or freight. Is it safe to assume that this will need to be included?

A5: We are looking for a “60"draper head with quick attach throat” and a “Harvestmaster H2 Classic or ALMACO D1 Data collection” system or equivalent. Additionaly we need shipping to our location as well as on-site training.
