Alpine Springs Mobile Home Park

The Palmdale Water District is soliciting bids for the Alpine Springs Mobile Home Park project, which involves the construction of water main extensions and appurtenances to consolidate the park into the district's system. The scope of work includes installing approximately 1,763 linear feet of 12-inch ductile iron pipe, 45 linear feet of restrained ductile iron pipe, pressure reducing valves, and concrete vaults. This project is funded by a 1,904,125 dollar grant from the California State Water Resources Control Board's Urgent Drinking Water Needs program, with a required construction completion date of October 2027. Bids are due electronically by October 13, 2026, at 2:00 pm. The contract will be awarded to the lowest responsible bidder, with a five percent bid reduction preference given to local contractors. Eligible bidders must hold a Class A or C-34 license, be registered with the Department of Industrial Relations, and provide a bid security of at least ten percent of the bid amount. Awarded contractors must sign a Letter of Assent to the 2026 Community Workforce Agreement and comply with prevailing wage laws and Executive Order N-6-22 regarding Russia-Ukraine sanctions. The project must be completed within 180 calendar days from the Notice to Proceed. The contractor is responsible for all labor, materials, and traffic control plans, adhering to the district's July 2025 standard specifications and approved materials list. Payment is based on monthly estimates of work completed, subject to a five percent retention. Performance and payment bonds of 100 percent of the total bid price are required from admitted surety insurance carriers in the State of California.
