Full Description

The Naval Air Systems Command intends to award a contract to ITT Electronic Systems, Clifton, New Jersey, for development of Software Improvements to the existing ALQ-214(V)4/5 Jammer system. The Software Improvements Program is intended to: 1) Modify ALQ-214(V)4/5 software and firmware with additional Electronic Countermeasure functionality to meet emerging threat scenario requirements; 2) Update current jamming technique functionality; and 3) Improve Wingman Compatibility by implementing digital signal processing techniques for better pulse signature measurements by the AN/ALQ-214(V)4/5 for F/A-18 C/D/E/F. The scope of the Software Improvements program will include the design, development, integration, test, and delivery of software and firmware to the Government along with relevant documentation. This effort is being awarded on a sole source basis to ITT Electronic Systems, in accordance with FAR 6.302-1 because ITT is the sole designer, developer, and manufacturer of the AN/ALQ-214(V)4/5 subsystem, and is the only qualified source with the comprehensive knowledge of the ALQ-214 design, hardware, software, and firmware that can perform these efforts within schedule requirements.
