Alta Arden Expressway Phase I

The Sacramento County Department of Transportation is implementing the Alta Arden Expressway Phase I project to enhance pedestrian and bicycle infrastructure along approximately 0.9 miles of the expressway, from 390 feet west of Howe Avenue to Fulton Avenue. The scope of work includes installing buffered bike lanes, filling sidewalk gaps with six to ten-foot-wide paths, installing new streetlamps, and performing roadway restriping, pavement rehabilitation, and resurfacing. Additionally, the project involves modifying traffic signals at Howe Avenue, Bell Street, and Fulton Avenue to include ADA-accessible pedestrian displays and audible push buttons, as well as the potential relocation of gas, electric, water, sewer, and telecommunication facilities. The project is governed by CEQA and NEPA requirements, with a Mitigated Negative Declaration adopted to ensure no significant environmental effects. Key compliance measures include adhering to Sacramento Metropolitan AQMD Basic Construction Emission Control Practices and following specific hazardous waste protocols, such as the disposal of excavated soil west of Markston Road at licensed facilities. The project also incorporates tribal cultural resource consultations per AB 52 and utilizes a Road Construction Emissions Model to monitor air quality impacts. The project was officially approved by Sacramento County on July 14, 2026, under the coordination of the Environmental Coordinator.
