Full Description

The Centers for Disease Control and Prevention (CDC), Center for Surveillance, Epidemiology, and Laboratory Services (CSELS) intends to award a sole source firm-fixed price purchase order to Altmetric LLP, Brunel Road Houndsmills, Basingstoke, Hampshire, RG21 6XS, United Kingdom. The purpose of the acquisition is to purchase the Explorer for Institutions software. The statutory authority for this sole source acquisition is in accordance with FAR Part 13.106-1(b) (1) -Exclusive licensing agreements/Proprietary data. CDC believes that Altmetric LLP is the only source available with the product that provides the requisite information to CDC scientists and leadership about the social media impact of scientific publications authored by CDC users of Altmetric Explorer as well being able to follow the social media activity for any article that is being tracked by the Altmetric product, whether or not it has a CDC author. CDC believes that Altmetrics LLP is the only source with the following required functionality: - The product does not require individuals to update a profile or provide regular updates about their research outputs. - The product comprehensively tracks news sources and policy documents across multiple languages using sophisticated text mining techniques. - The product provides fully auditable and transparent data at the output level, allowing researchers to determine not only the source of the attention (both author and outlet) but the content of the attention. - The product facilitates benchmarking against all trackable Altmetric content - not just the content from the purchasing institutions. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Altmetrics, LLP. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
