The grounds contract at United States Navy Academy (USNA) and NSAA is vital to operation and mission success. The USNA is a highly visited naval base, which relies heavily on its reputation to encourage perspective students to apply. The grounds maintenance is a significant factor in the reputation, as grounds are some of the most visible aspects of the base. The loss of the grounds maintenance contract would severely affect the USNA's mission. The failure to uphold the training facility standards would result in the failure of the Naval Academy's ability to fulfill its obligation of hosting NCAA sporting events and would create field hazards for exercising Midshipmen, affecting the mission of the Academy. The loss of the ability to clear downed trees, limbs, and other vegetative debris following storms and wind events would potentially affect road access for emergency security vehicles. The inability to clear ice and snow from pedestrian walkways and building entrances would create slip and fall hazards in winter months.

Notice of Intent to Sole Source – NSA Annapolis, Maryland UESC
Solicitation # N40080-27-R-9901
The Naval Facilities Engineering Systems Command intends to award a Utility Energy Service Contract to Baltimore Gas and Electric Company for an energy resilience project at Naval Support Activity Annapolis, Maryland. Estimated at 45 million dollars, the project involves the design, construction, and financing of a Combined Heat and Power cogeneration plant and an integrated microgrid capable of island-mode operation. Key technical components include three natural gas-fired turbines supporting a 19 MW peak electrical demand, an absorption chiller at the Lejeune Chilled Water Plant, the relocation of the 13C-1 electrical substation, and necessary natural gas and electric grid infrastructure upgrades. The government is pursuing a sole-source procurement because Baltimore Gas and Electric Company is the franchised utility provider with the necessary legal authority and control over the existing infrastructure required for the project. While the government has identified this firm as the only responsible source, it is accepting capability statements from other qualified entities until November 10, 2026. To be considered, respondents must demonstrate the legal authority to provide utility services to the installation, the ability to execute infrastructure modifications, and the capacity to provide the required project financing.
