Flowmeter Replacement

The National Institute of Standards and Technology (NIST) is soliciting firm-fixed price quotations for the procurement and delivery of seven new ultrasonic flowmeters to replace failed units on the primary and secondary cooling systems of the National Bureau of Standards Reactor in Gaithersburg, Maryland. The scope of work is limited to the supply and delivery of the hardware and associated documentation; the contractor is not responsible for installation, on-site configuration, or site acceptance testing. Technical requirements specify a sensing range of 0 to 6000 GPM, a minimum turn-down ratio of 50:1, and an accuracy of less than or equal to plus or minus 2 percent total error, with 1 percent accuracy at velocities exceeding 1 foot per second. Each unit must provide an isolated 4-20 mA analog output and include certificates of conformance to the IEC 61326-1 standard. Clarifications provided in Amendment 1 specify that the primary cooling system uses purified heavy water and the secondary system uses water with minimal solids and some algae. Process conditions are defined as having a maximum temperature of 114 degrees Fahrenheit and a maximum pressure of 10 psia. All items must be new, as used or remanufactured equipment will not be accepted. Deliverables must be shipped in original manufacturer packaging with all necessary documentation and Windows-compatible software licenses. The government will inspect and accept the equipment at the destination within seven days of receipt. Payment will be processed electronically via the Invoice Processing Platform System in accordance with the Prompt Payment Act.
