Amendment ONe-RFI#02-116-20 GUARANTEED LIFETIME ANNUITY PRODUCTS

The State of Alaska, Department of Administration, Division of Retirement and Benefits, is conducting market research through Request for Information RFI# 02-116-26 to identify qualified vendors capable of providing guaranteed lifetime income products for large public defined contribution plans. The primary objective is to find a product that ensures retirees receive a guaranteed monthly benefit for the duration of their lifetime. As this is an RFI, the state will not award a contract based on this process, and it does not obligate the state to conduct a future solicitation or purchase. Interested parties must submit a completed RFI Questionnaire in both Word and PDF formats, including a sample data report and a list of performance guarantees. The response to the program overview and value proposition is limited to 1,000 words. Following Amendment One, the submission deadline is April 10, 2026, at 2:00 p.m. AKST. Responses must be emailed to doa.oppm.procurement@alaska.gov, and the signed amendment page must be included to avoid rejection. All submissions are subject to Administrative Order 352, which disqualifies businesses participating in a boycott of the State of Israel, unless the business has fewer than 10 employees or the contract value is under 100,000 dollars. While the state considers records confidential and not subject to the Alaska Public Records Act, respondents must specifically mark confidential information and identify the legal authority for such nondisclosure to maintain protection.
