The U.S. Embassy Tunis, under the Department of State, is soliciting US Higher Education advising services through Solicitation Number 19TS8026Q0011, with a firm fixed-price contract for a one-year period beginning upon award. The work is to be performed in Tunis, Tunisia, and involves delivering comprehensive advising services in accordance with Attachment A, the Performance Work Statement, which requires a strategic and work plan aligned with specified deliverables, including the execution of all tasks outlined in paragraphs 23 through 26. The contract is subject to a Quality Assurance and Surveillance Plan (QASP) mandating that all required services be performed with no more than one customer complaint received per month, with deviations triggering corrective action and potential enforcement by the Contracting Officer. Offerors must be registered in the System for Award Management (SAM) with a valid Unique Entity Identifier and must submit a completed SF-1449, Section 5 Representations and Certifications, IRS Form W-14, and pricing in Tunisian Dinar (TND), excluding Value Added Tax due to the U.S. Embassy’s tax exemption. Submissions must be electronic, in English, under 30MB per file, and sent to designated State Department email addresses by the revised deadline of July 10, 2026, at 3:00 p.m. The award will go to the lowest priced, acceptable, and responsible offeror, with responsibility evaluated under FAR 9.1 based on financial capability, integrity, organizational capacity, and compliance with legal and regulatory requirements. Contract administration is governed by FAR clauses addressing whistleblower rights, SAM maintenance, prohibition on certain telecommunications and ByteDance applications, commercial item terms, subcontracting, worker’s compensation under the Defense Base Act, foreign tax treatment, accelerated payments to small business subcontractors, and unauthorized obligations. The contractor must obtain all necessary local licenses, maintain required insurance including Defense Base Act coverage, and ensure personnel identify themselves as non-federal employees through specified email signatures. Invoices must be submitted in triplicate to the Financial Management Office at the U.S. Embassy Tunis and must comply with FAR 32.905(e), without VAT inclusion. The Contracting Officer’s Representative is authorized to monitor performance and report non-compliance, but lacks authority to alter contract terms.
