The Iowa Communications Network is issuing a competitive Request for Proposal (RFP 25-019) seeking vendors to deliver an integrated telecommunications Business Support System (BSS) and Operating Support System (OSS). The solution must either replace or seamlessly integrate with existing core systems—NetPlus and ServiceNow—automating workflows and billing processes. Proposals are evaluated based on their ability to meet core system functionalities, with additional emphasis on automating manual processes and providing desirable features. The contract, governed by Iowa state law rather than federal FAR clauses, emphasizes compliance with state regulations, confidentiality, security, and performance standards. Vendors must submit detailed, itemized pricing covering modules, hardware, software, installation, and ongoing support, with options for SaaS licensing and multi-year commitments. The process includes technical demonstrations, scoring based on core requirements, and a best value approach that considers both price and technical merit, with final award decisions made by the ICN’s executive director. Contract conditions specify strict security protocols, including role-based access, encryption, audit logging, and disaster recovery measures. Vendors are responsible for personnel disclosures, background checks, and obtaining ICN approval for key staff and subcontractors. The agreement allows for amendments, resource adjustments, and termination for cause or convenience, with provisions for data ownership, confidentiality, and insurance. Deliverables are subject to acceptance testing at the destination, with the ICN retaining rights to inspect, return defective goods, and withhold payment if standards are not met. Proposal submissions are due by October 3, 2025, at 4:00 p.m. Central Time, in both hard copy and electronic formats, with specific packaging, labeling, and confidentiality requirements. The process emphasizes transparency, compliance, and thorough evaluation to ensure the selected solution aligns with ICN’s operational and strategic needs.

Full Description

The Iowa Communications Network is seeking Bid Proposals from Vendors who can provide an integrated telecommunications Business Support System (BSS) and Operating Support System (OSS) solution. As shown in the diagram below (left side), the ICN uses NetPlus (and backend databases) and ServiceNow today. These are the “core systems”. Solid lines represent mostly automated processes. Dashed lines represent mostly manual integrations. Proposals must either integrate with the adjacent systems or replace the functionality of the adjacent system. Major points will be awarded for meeting the requirements of the core systems, and bids will not be considered which do not sufficiently cover the core system functionality. Additional points will be awarded if the proposed solution converts manual integrations to automated, as well as for providing “nice to have” functionality.
