The Naval Air Systems Command (NAVAIR) at Naval Air Station Patuxent River, Maryland, plans to award a sole-source contract to Hoffman Engineering, LLC for the repair, replacement, and calibration of AN/V-126A-100 and AN/V-126A-3000 test sets to restore them to original manufacturer specifications. This action is necessary because Hoffman Engineering is the Original Equipment Manufacturer (OEM) and the only provider with the proprietary data, specialized tools, and expertise required to perform these complex repairs, which include critical electrical components such as switches and connectors—work that exceeds the Navy’s organic capabilities. The contract will also include procurement of various parts such as detector probes, voltmeter adapters, diopter scopes, power adapters, mounting blocks, and power cords, all essential to complete the repairs and calibration of the computerized field portable night vision test sets. The procurement will be negotiated under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.103-1, which allow contracting with only one responsible source if no other supplier can meet the agency’s needs. Although this notice is not a solicitation for competitive proposals, interested parties may submit capability statements by the specified deadline for consideration to determine if competition is warranted. Responses must be submitted in writing via email to the designated point of contact, Amy Wescott. Hoffman Engineering, LLC will also entertain subcontracting inquiries. The contract details include the solicitation number N00421-26-WPM202-0119, with performance planned in Crane, Indiana, and no small business set-aside restrictions are applied to this effort.

The proposed contract actions for the procurement are those for which the Government intends to negotiate with only one source under the authority of 10 U.S.C.3204(a)(l) and FAR 6.103-1-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."  Hoffman Engineering, LLC is the Original Equipment Manufacturer (OEM) for the current ANV-126A-001 and ANV-126A-3000.

Solicitation # N0042126R1023
Solicitation N0042126R1023 is a small business set-aside request for proposal issued by the Naval Air Warfare Center Air Division for Identification Systems Technical Management Support Services at the Webster Outlying Field. This firm-fixed-price level of effort task order, managed under the SeaPort-NxG Multiple Award Contract, covers a five-year period of performance consisting of one base year and four option years. The requirement specifies a total of 430,070 direct labor hours to support the organic Lead Systems Integrator model across four core technical areas: technical management, budget execution and N-ERP support, material procurement, and data management, as well as graphics, media, and communications support for various major defense acquisition programs. The contract requires a hybrid work model with a mandate for three days of on-site performance per week at Patuxent River and St. Inigoes, Maryland. Award decisions are based on a non-price rating system where technical capabilities, including a sample task and key personnel, and past performance are evaluated to determine a highest evaluated threshold, with price serving as the final deciding factor among equal ratings. Contractors must comply with strict security standards, including NISPOM and CMMC requirements, and utilize the Wide Area WorkFlow system for electronic invoicing. Deliverables are managed through a formal Contract Data Requirements List, and performance is monitored via a systematic Quality Assurance plan and CPARS evaluations.
