The Department of Veterans Affairs Network Contracting Office 1 plans to award a Firm Fixed Price contract for the purchase of a Clear Scope light sheet theta microscope and its associated administrative software made by MBF Bioscience, based in Williston, VT. This decision is based on findings from the Boston Healthcare System National Center for PTSD Brain Bank, which concluded through market research that this specific microscope uniquely meets their technical needs. The Clear Scope microscope is specialized for scanning large tissue specimens up to 6 by 4 inches and can image cleared tissue sections up to 12 mm thick using up to seven different wavelengths of light. The patented light-sheet theta geometry of this microscope is exclusive to MBF Bioscience, making it the sole capable provider without causing significant duplication in cost or compatibility issues. The acquisition will be conducted under the authority of FAR 6.302-1, which allows sole source contracting when only one responsible source is available that meets the agency’s requirements. The contract is expected to be awarded by July 15, 2021, under NAICS code 333314 with a size standard of 500 employees. While this notice is not a solicitation and does not request competitive quotes, interested vendors may express their interest within 10 days by submitting specific business and technical information to the designated contracting officer. The Government retains discretion to proceed without competition based on the responses. All responses must be submitted via email, and costs incurred in responding are not reimbursable.
