The Veterans Administration Palo Alto VA Research and Development Group is planning to negotiate a sole source contract with Metabolon to analyze EDTA plasma samples using the DiscoveryHD4TM platform in support of the Million Veteran Program (MVP). Metabolon previously provided these services during a pilot study, and due to the unique and sensitive nature of MVP samples, as well as the need for consistency in research, a sole source approach is deemed necessary. The contractor must have laboratory facilities located within the Continental United States and meet a comprehensive list of technical and operational qualifications, including proven technology compatibility with human plasma processed with EDTA, the capability to analyze at least 1,000 unique biomarkers, and the ability to identify high-risk individuals across a broad range of diseases. They must also demonstrate extensive experience, having analyzed over 50,000 samples, maintain a chemical reference library of over 4,000 metabolites, and have robust sample tracking, management, and documentation systems to ensure security and traceability. Further requirements include the contractor's ability to handle large-scale sample throughput of 10,000 to 20,000 samples annually, maintain long-term biospecimen storage, and produce quality assurance data backed by at least 100 peer-reviewed scientific publications using the technology. The provider must hold Good Laboratory Practice (GLP) certification, have prior experience with government and academic partners, and be capable of complying with security clearances and training as per VA regulations. While this notice is not a solicitation for competitive proposals, capable parties may submit capability statements by the specified deadline, with final decisions solely at the discretion of the government. The contracting officer overseeing this effort is Elaine F. DiBucci from the Department of Veterans Affairs in Pittsburgh, PA.
