Arlington National Cemetery (ANC), is seeking to purchase maintenance, repair and inspection services for Automatic Doors associated with facilities located at the Welcome Center and Administrative Building. The contractor shall provide labor, tools, supplies, equipment, management and transportation necessary to inspect, maintain and repair all automatic doors specified in the Automatic Door List found at Technical Exhibit 3 of the attached Performance Work Statement (PWS). All work shall be performed in accordance with (IAW) established industry/commercial standards as well as all local, state, and federal regulations. All work shall be performed IAW the specific tasks within Section 5 of the PWS. There is a requirement that the successful vendor has the ability to maintain and repair the existing door equipment/hardware and that the successful vendor will be able to provide the services necessary to ensure proper operational condition of each automatic door or door set.


GENERAL INSTRUCTIONS


This is a competitive solicitation for Automatic Doors Maintenance services at Arlington National Cemetery (ANC), 100% set aside for Small Businesses. The Government intends to award a single Firm-Fixed-Price contract to the offeror responsible whose proposal conforms to the solicitation requirements and is determined to be the Lowest Price Technically Acceptable (LPTA) in accordance with the evaluation procedures outlined in the Addendum to FAR 52.212-2. Offerors are required to submit proposals in the format described below. Failure to adhere to these instructions may result in the proposal being deemed non-compliant and therefore ineligible for award.


SITE VISIT INFO:


There will be a Site Visit held on 01 June 2026 10:00 AM-11:30 AM (EST) at ANC Welcome Center. Contractors will need to limit the number of vehicles to one per vendor to limit the interference with cemetery daily operations. Contractors will follow the Contract Office Representative (COR) Mr. Dalwuan Wiliams (703) 965-1655 (the Government (GOV) Point of Contact (POC) to the different location areas on site to thoroughly understand the requirement in detail. Contractors who plan to attend this Site Visit will need to complete and return the attached ANC Access Roster Request for Automatic Door Maintenance Services Contract Recompete Walkthrough no later than 29 May 2026 02:00 PM to amber.k.peeples.civ@army.mil.


PROPOSAL SUBMISSION AND FORMAT


The offeror's proposal shall be submitted electronically via email to amber.k.peeples.civ@army.mil, with a courtesy copy to david.l.gecewicz2.civ@army.mil. Proposals must be received no later than 06 July 2026 at 4:00 PM Eastern Standard Time (EST).


QUESTIONS: Companies who have questions pertaining to this solicitation notice, attached Performance Work Statement (PWS), or Site Visit shall Submit questions via email to amber.k.peeples.civ@army.mil and courtesy copy to david.l.gecewicz2.civ@army.mil no later than 15 June 2026 at 04:00PM EST. Responses will be provided NLT 23 June 2026. Late submissions will not be accepted. IMPORTANT NOTICE TO CONTRACTORS: Contractors are required to register at the System for Award Management (SAM) in order to be awarded a DoD contract and must maintain active registration during the life of the contract. SAM can be accessed at https://www.sam.gov.


The proposal shall be organized into three (3) separate and distinct files/volumes:


Volume I: Administrative


Volume II: Technical Execution Plan


Volume III: Price


The entire proposal must be contained in a single email. The total email size, including all attachments, must not exceed 5 megabytes. Attachments must be in .pdf, .doc, .docx, .xls, or .xlsx format only.


PROPOSED CLIN STRUCTURE (SF) 1449:


X001: PHASE IN PERIOD


Transition of services from the incumbent to new awarded contractor.


X002: PREVENTATIVE MAINTENANCE AND REPAIR SERVICES.


Contractor shall respond to preventative maintenance and repair services as prescribed in Section 5 of the PWS.


Note: "X" represents the first number of the CLINs starting with the base period and the subsequent option periods. For example: Numbering for the preventative maintenance and repair services CLIN will be as follows (0002, 1002, 2002, 3002, 4002, and 5001) with 5001 representing the optional 6-month extension.


Period of Performance: 15 July 2026 - 30 July 2026, consisting of one (1) Phase In Period, one (1) Base Year and four (4) One Year Option Periods. The contract includes an optional 6-month extension with the end date of 15 December 2032.

RFI Questions Automatic Door Maintenance Recompete Amendment W91QV126RA031001 
1. Does this proposal need to be submitted through a Veteran Operated Contractor/ business or is any business eligible to submit the contract through Sam.gov? Answer: This is being competed to 100% all set aside small businesses.
2. On page 29 of the PWS, there is a table for service calls. Is this information accurate in terms of volume? Answer: Yes, this is accurate as I explained during the site visit there are 30,000+ visitors going in and out of those doors. There is a lot of wear and tears on the arms.
3. We understand that the scheduled site visit has already passed. Would it be possible to arrange an alternate site visit or provide guidance on any available options for vendors who were unable to attend? Answer: There will not be an alternate site visit. Answers to all RFIs are being posted to sam.gov under the notice id W91QV126RA031 please continue to monitor sam.gov accordingly.
