AI Contract Overview
The Government is seeking a five-year contract with an optional six-month extension for solid waste management services at Arlington National Cemetery under a Women-Owned Small Business (WOSB) set-aside, using the Lowest Price Technically Acceptable (LPTA) source selection process. The requirement encompasses the collection, transportation, and disposal of Municipal Solid Waste (MSW), Construction and Demolition Debris (CDD), Source-Separated Recycling (SSR), and scrap metal, with additional responsibilities to support the relocation of waste collection infrastructure following the Southern Expansion project, including the removal of existing dumpsters and installation of new ones per approved site plans without disrupting cemetery operations. The contract is firm-fixed-price, with performance spanning from November 1, 2026, to May 31, 2032, structured around a 15-day phase-in period, one base year, four one-year option periods, and a potential six-month extension evaluated at half the cost of the final option year. The NAICS code is 562111, with a small business size standard of $47 million, and offerors must be certified WOSBs with an active SAM registration, UEI, and CAGE code, submitting proposals via email in three distinct volumes—administrative, technical, and price—with a strict five-megabyte size limit and adherence to specific formatting requirements. Technical proposals are evaluated on a pass/fail basis against the Performance Work Statement, focusing on execution plans for waste collection, reporting, safety compliance, and infrastructure relocation, while pricing must be complete, reasonable, and unbalanced pricing will result in disqualification. Contractors must comply with numerous regulatory requirements including FAR and DFARS clauses on disputes, subcontracting, identity verification, and contract administration, as well as NIST SP 800-171 for cybersecurity of controlled unclassified information, Buy American Act provisions, ADA and Section 503 compliance, labor standards under prevailing wage determinations, and trafficking in persons prevention. All invoices must be submitted through Wide Area WorkFlow (WAWF) with detailed billing elements including TIN, EFT banking data, contract and line item numbers, and shipment documentation. The point of contact for site visits, questions, and WAWF inquiries is Amber Peeples, with Mark Upshaw serving as the Contracting Officer’s Representative during performance. A mandatory site visit occurred on June 23, 2026, requiring pre-registration via the ANC Access
