The Government intends to award a 5-year contract with an optional 6-month extension under FAR 52.217 to the responsible offeror whose offer is determined to be the lowest priced technically acceptable offer for the Government. The associated NAICS code is 562111-Solid Waste Collection. The corresponding small business size standard is $47.0 Million. This is a commercial acquisition intended as a Women Owned Small Business (WOSB) Set Aside Competitive Award. 


SITE VISIT INFO:
There will be a Site Visit held on 23 June 2026 10:00 AM-11:30 AM (EST) at ANC Welcome Center. Contractors will need to limit the number of vehicles to one per vendor to limit the interference with cemetery daily operations. Contractors will follow the Contract Office Representative (COR) Mr. Mark Upshaw (703) 785-5792 (the Government (GOV) Point of Contact (POC) to the different location areas on site to thoroughly understand the requirement in detail. Contractors who plan to attend this Site Visit will need to complete and return the attached ANC Access Roster Request for Solid Waste Management Services Contract Recompete Walkthrough no later than 22 June 2026 02:00 PM to amber.k.peeples.civ@army.mil.


This is a requirement for management of solid waste (municipal solid waste (msw), scrap metal, construction demolition debris (cdd), and single stream recycling (ssr). To provide support for solid waste management, the collecting and disposing Municipal Solid Waste (MSW) and Construction and Demolition Debris (CDD), and Source Separated Recycling (SSR). In addition to routine waste management services, the contractor shall support the relocation of waste collection infrastructure upon completion of the Southern Expansion project. This includes transportation, placement, and coordination activities to ensure uninterrupted operations and compliance with site requirements. The Contractor shall remove all existing dumpsters from their current locations and deliver new dumpsters designated for the Southern Expansion site to the new waste collection area using appropriate vehicles and equipment. Dumpsters shall be placed in accordance with approved site plans and accessibility requirements. The Contractor shall minimize disruption to cemetery operations, ceremonies, and visitor access during the relocation process, confirm final placement with the COR, and report any issues encountered. The Contractor shall provide all necessary labor, equipment, materials, and a receiving facility to manage Arlington National Cemetery’s (ANC) Municipal Solid Waste (MSW), Construction and Demolition Debris (CDD), and Source-Separated Recycling (SSR). In addition to routine waste management services, the Contractor shall support the relocation of waste collection infrastructure upon completion of the Southern Expansion project. This includes transportation, placement, and coordination activities to ensure uninterrupted operations and compliance with site requirements.
