This is a sources sought synopsis for the General Services Administration (GSA), Public Buildings Service (PBS).  This is not a solicitation announcement, and there is no request for proposal or related documents. This synopsis is a means of market research to, in part, identify small businesses interested in this opportunity with the technical capabilities and resources to perform the work. Additionally, information gathered from market research may be used to assess the competitive environment, method of solicitation, interest from potential sources, type of contract, content of the solicitation, method of evaluation, and type of set-aside used in the procurement, if any. Furthermore, information gathered from this sources sought notice may be used for any other planning purposes and decisions about the procurement process.


This sources sought shall not be construed as a request for proposal nor as a commitment by the Government. This notice does not commit the Government to issue a solicitation or make an award for the described project requirements. Submission of any information in response to this notice is voluntary and the Government assumes no responsibility, financial or otherwise, for any costs incurred or information relied upon in this sources sought notice. Any information described in this sources sought notice is subject to change at the sole discretion of the Government.


Place of Performance

Anticipated Period of Performance.  The dates below are based on projections of the contracting agency to maintain a continuity of services and may be subject to change. The expected duration of the requirement is a base year and a one-year option. The requirement also includes the option to extend services up to six months, which may be exercised multiple times and in any monthly increments, but the total extension of performance under the option does not exceed six months.


  • Base Year:  September 1, 2026 - August 31, 2027
  • Option Year I:  September 1, 2027 - August 31, 2028
  • Option to Extend Services:  September 1, 2028 - February 28, 2029

General Description of Anticipated Scope:  The following is a general description of the anticipated scope. GSA, PBS requires custodial and related services at the Ted Stevens International Airport, Anchorage, AK, to be in place around August 31, 2026. The majority of custodial services are performed between the hours of 7:00 a.m. and 6:00 p.m., 7 days a week, 365 days a year, including holidays. The Contractor must have the capacity to respond to emergency service call requests within five minutes from notification during contractor's normal work working, and within 1 hour after hours. The property hours of operation is 24 hours a day / 7 days a week. The method of delivery of these services is through a performance work statement (PWS). The PWS requires the contractor to submit a staffing plan, cleaning plan, and quality control plan to provide its solution to satisfy the outcome based requirements of the PWS. Generally, the contractor is responsible for--


  1. cleaning of interior surfaces and fixtures;
  2. removal of waste from receptacles;
  3. vacuuming carpets and extraction of materials from carpets;
  4. dusting of interior space;
  5. floor maintenance in accordance with manufacturer's recommendations; and
  6. washing of plate glass.

The PWS includes the cleaning of offices, conference rooms, training rooms, and breakrooms (general description of the types of spaces and not an all inclusive list). The cleanable square footage of the space is approximately 5,000 square feet.


Contract Type:  The anticipated type of contract is a firm-fixed price contract. The project method of delivery is through performance-based work for custodial services.


NAICS:  The NAICS codes for this procurement is 561720, Janitorial Services, with a size standard of $22.0 million.


Subcontracting:  In accordance with FAR 52.219-14, Limitations on Subcontracting, contractors must perform at least 50 percent of the cost of the contract.


Set-Aside. The Government intends to use the information from this sources sought notice and other market research to guide its decision about any type of set-aside.


Method of Evaluation:  The Government intends to evaluate proposals though a best value selection and tradeoff process. Factors that may be evaluated include staffing plan, past performance, relevant experience, and price. It is anticipated that selection will be made based on the proposal that represents the best value to the Government. The Government may compare the pricing with the staffing plan as part of the evaluation to assess risks (such as schedule and performance risks) associated with the pricing (including non-price and technical factors).


Requests for Information: Interested small businesses capable of performing as a prime contractor that perform the requirements stated above are encouraged to submit a capability statement no later than June 1, 2026.
