Animal Care Center Veterinary Services

The City of Jackson, Tennessee, is soliciting qualifications for RFQ #27-6 to establish a pre-qualified pool of three to four licensed veterinary service providers to provide comprehensive medical care for animals at the Animal Care Center on an as-needed, on-call basis. The scope of work includes routine clinical care, high-volume spay and neuter procedures, emergency triage, diagnostics, and AVMA-compliant humane euthanasia. Selected vendors must be able to confirm availability within 30 minutes for urgent requests. The contract is structured as a firm-fixed-price agreement for an initial one-year term, with the possibility of four additional one-year renewals for a total potential term of five years. Qualified providers must possess an active, unrestricted license from the Tennessee Board of Veterinary Medicine and active DEA registration, with at least two years of practicing experience. Proposals are due by October 27, 2026, at 10:30 A.M. CDT and must be submitted in a sealed envelope to the City Hall Purchasing Department. Required documentation includes a detailed fee schedule, notarized affidavits, a certificate of insurance, and certifications regarding a drug-free workplace, non-segregated facilities, and the Iran Divestment Act. Payment terms are Net 30 days based on monthly itemized invoices. The City is exempt from federal excise, state, and city sales taxes.
