Community Low Cost Spay and Neuter Clinic

Yolo County is soliciting proposals under RFP-2026-0016 for a qualified 501C(3) nonprofit, educational institution, or private veterinary provider to operate a community low-cost spay and neuter clinic. The selected contractor will manage clinical operations within a 2,500 square foot County-owned facility in Woodland, California. Primary objectives include reducing shelter intake and pet overpopulation by providing affordable spay and neuter surgeries, microchipping, and preventative vaccinations such as Rabies, FVRCP, and DHPP. The clinic will initially operate one to four days per week, with plans to expand to two to six days per week in the second year. The contract is for an initial one-year term with the possibility of three additional one-year renewals. Award decisions will be based on a weighted evaluation of qualification and experience (30%), project understanding (30%), responsibility and competence (20%), and the cost worksheet and fee reduction proposal (20%), with a pass/fail assessment for proposal completeness. Proposers must maintain state veterinary licensure, premise permits, and DEA registration, while adhering to strict insurance requirements for general, automobile, workers compensation, and professional liability. Proposals are due electronically via Beacon by October 15, 2026.
