Clark Pacific Facility Expansion Project

The Clark Pacific Facility Expansion Project, managed by the Yolo County Department of Community Services, involves the development of up to 500,000 square feet of new industrial buildings on a 76.76-acre site at 40307 Best Ranch Road in unincorporated Yolo County, California. The project scope includes site preparation, grading, trenching for utilities, paving, and the construction of facilities for the prefabrication of building materials and ancillary outdoor storage. To facilitate this expansion, the project requires a General Plan Amendment to redesignate the land use from Agriculture to Industrial and a rezone to Heavy Industrial. Site access will be provided via new driveways from Clark Junction, a private road owned and maintained by Clark Pacific. The project has undergone a comprehensive environmental review process in compliance with the California Environmental Quality Act, resulting in a Final Environmental Impact Report and a Notice of Determination filed on July 24, 2026. Key regulatory requirements include the submission of a Construction Traffic Control Plan to the County Public Works Division and the provision of FEMA Letters of Map Revision to the Chief Building Official prior to the acceptance of grading permits. Strict safety and operational mandates are in place regarding PG&E facility protections, including specific clearance requirements for towers and poles, the prohibition of hazardous materials or septic systems within easements, and adherence to California Division of Industrial Safety and CPUC General Order 95 standards. All excavation must follow 811 protocols before commencing.
