Lake or Streambed Alteration Agreement for 1800 W. Highway 246-Santa Barbara Westcoast Farms, LLC Cannabis Cultivation Project

The California Department of Fish and Wildlife has amended Lake and Streambed Alteration Agreement No. EPIMS-24547-R5 to authorize revised cultivation activities on a 288-acre portion of a 2,133-acre property owned by Debi Thomas, primarily involving outdoor cannabis cultivation in hoop houses covering approximately 186.2 acres. The amendment allows for significant changes to the project footprint, including the removal of about 12 acres of previously approved growing area and the establishment of new cultivation zones totaling 12.0744 acres—3.7125 acres in the northern section and 8.3619 acres in the southern section—each with a mandatory 50-foot buffer from Salisbury Wash. Additional modifications include reconfiguration of the designated wildlife movement corridor to better align with the terminus of Salisbury Canyon Wash, updated parcel identifiers reflecting a recent voluntary lot merger, and infrastructure changes such as installing a new west perimeter culvert, adding rock armoring for erosion control at an at-grade crossing, improving approaches to an existing low water crossing, and removing and restoring another at-grade crossing. The agreement also updates Measure 4.7 to require detailed data logging of road maintenance activities to ensure compliance and accountability. The project remains under the jurisdiction of the CDFW and is associated with the Santa Barbara County region, with point of contact information provided for environmental and planning oversight.
