Lake or Streambed Alteration Agreement for 1800 W. Highway 246-Santa Barbara Westcoast Farms, LLC Cannabis Cultivation Project

The California Department of Fish and Wildlife (CDFW) has executed the Amended Lake and Streambed Alteration Agreement (Agreement) No. EPIMS-24547-R5 pursuant to section 1602 of the Fish and Game Code to the project Applicant, Debi Thomas. This project currently has an active Agreement but applied for a major amendment. The project consists of outdoor cultivation activities on approximately 288-acre portion of a 2,133-acre property. The grow area consists of cannabis in hoop houses totaling approximately 186.2 acres. The project involves a new west perimeter culvert crossing; placement of rock armoring for erosion protection for an at-grade crossing; approach improvements to an existing low water crossing; and removal and restoration of an existing at-grade crossing. The amendment includes the following components: reconfiguration of the cultivation area to remove approximately 12 acres of previously approved cultivation area (5.0347 acres and 7.0397 acres) and to establish 3.7125 acres in the northern portion of the property and 8.3619 acres in the southern part of the property, each with a 50-ft buffer from Salisbury Wash; adjustment of the previously approved wildlife movement corridor to better align with the end of Salisbury Canyon Wash; updates to parcel numbers to reflect new assignments following a voluntary lot merger; and revision of Measure 4.7, pertaining to the Road Access and Maintenance Report to require data logging to be specific to maintenance activities.
