Forest Service 1N13 Repair Project (Forest Road 1N13)

The Forest Service 1N13 Repair Project, managed by the San Bernardino Valley Municipal Water District, involves the blading, grading, and drainage restoration of Forest Road 1N13 in the San Bernardino National Forest. The project aims to restore a passable road surface and proper drainage following damage caused by Tropical Storm Hilary in August 2023 and subsequent debris flows from the Line Fire in late 2024. The scope of work includes shaping the traveled way, shoulders, turnouts, berms, and drainage dips using native on-site materials, as well as removing rock, sediment, slough, and downed material obstructing the road or drainage facilities. All work will be performed within the existing road prism and right-of-way to a finished width of approximately 25 feet, with no new road alignment or widening proposed. The project is authorized under a USFS road use permit and complies with the U.S. Army Corps of Engineers Regional General Permit 10 for Wildfire Mitigation Activities and the State Water Resources Control Board Section 401 Water Quality Certification. It is classified as exempt from further environmental review under CEQA Guidelines Section 15301, Class 1, as it involves the maintenance of existing facilities. The place of performance extends from the Seven Oaks Dam area to Santa Ana River Powerhouse No. in San Bernardino County.
