Animal Research and Testing

This acquisition is conducted under the authority of Multiple Award Schedule Program (Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C.251, et.seq.). Authority to limit competition to less than those required by FAR 6.302 is found at FAR 6.302-1. The justification to sole source is attached. This is a notice of intent to award other than full and open competition. This is not a request for quotes. The government intends to make an award for reference to IDEXX Distribution for a period of performance of 29 Sep 17 through 28 Sep 18 under the authority of FAR 6.302-1. SPECIAL NOTIFICATION OF INTENT The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this propsed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NOTE: The Government reserves the right to award on an all or none basis. Please include a copy of a published price list with quote. If published price list is too large to forward with quote, include a covern page with effective date and pages for the items on the quote.
