This is an indefinite quantity contract for annual asbestos and lead paint abatement services to be performed across multiple county facilities in Placer County, California, with a maximum contract value of $100,000. Work is executed through individual Job Orders issued during the one-year contract period, covering removal of asbestos-containing materials such as pipe insulation, acoustical tile, thermal system insulation, roofing, vinyl floor tile, cement board, joint compound, exterior siding, and fireproofing, as well as lead paint from various building surfaces. All work must comply with Cal/OSHA Title 8, federal OSHA standards, EPA regulations under 40 CFR Part 61, and California Title 17, with strict adherence to containment, decontamination, and waste handling procedures. Waste must be double-bagged in six-mil polyethylene, properly labeled, and transported to licensed landfills by approved haulers, with air monitoring, HEPA filtration, and clearance testing required for each job. The contractor must provide certifications for all equipment, testing labs, waste transporters, and landfill compliance, along with documented proof of worker training, exposure monitoring, and pollution liability insurance of at least $1,000,000. All personnel require prior approval before site access, and prevailing wage rates must be paid in accordance with California law. Performance occurs at specified locations including Auburn, Roseville, Colfax, and Tahoe City, with work hours, site security, and coordination with county staff strictly regulated. The contract prohibits storage of waste by the county and mandates the contractor provide all temporary facilities and secure work areas with six-mil poly sheeting and airlock entries to prevent contamination spread. Substitution of trade-name materials is permitted if equivalent quality is demonstrated and approved in writing within 35 days of award.
